For the client, we are looking for a Senior Legal Counsel IT & Contracting (FG11).

Important:

You and your job

You work on highly complex, organisation-wide and strategically important contracting-driven dossiers with a strong technology component, where procurement, regulation and organisational change come together. You provide senior legal advice in situations of uncertainty and high impact, exercising sound judgement by identifying material risks, making balanced decisions and translating legal and regulatory complexity into solutions that support strategic business objectives.

Within Legal Corporate Services, you act as a trusted senior colleague and recognised expert. You take ownership of major dossiers, lead and coordinate legal input across teams and functions and create clarity in complex stakeholder environments. You combine legal expertise with commercial and strategic insight and are able to influence decision-making at senior management level.

You work closely with PTM, CITO and business leadership, acting as a senior sparring partner and central point of contact on critical matters. You help shape legal direction on key dossiers, contribute to continuous improvement and actively coach and develop less experienced colleagues. Through your leadership, expertise and collaboration, you create momentum, trust and impact across the organisation.

Responsibilities

• Take ownership of large-scale and strategically important IT and contracting dossiers;
• Advise senior management on complex legal, regulatory and strategic matters;
• Lead and coordinate legal input across multidisciplinary initiatives;
• Negotiate and advise on strategic technology, sourcing and supplier agreements;
• Translate legal and regulatory developments into practical and strategic solutions;
• Contribute to legal frameworks, standards and continuous improvement;
• Act as a mentor, role model and subject matter expert within the team.

You and your talent

• Master degree in Dutch Law.
• Minimum 10 years of relevant experience as legal counsel, attorney or corporate lawyer;
• Extensive experience with complex IT contracting, sourcing and strategic supplier relationships;
• Proven experience advising senior management in a complex stakeholder environment;
• Strong risk-based and strategic mindset;
• Affinity with technology, digitalisation and AI;
• Excellent stakeholder management and influencing skills;
• Fluent in Dutch and English;
• Recognised for sound judgement, credibility and the ability to navigate complexity;

Additional Information:

• All departments are working hybrid, in terms of the client @anywhere policy;
• Due to the congestion at the parking lot the client location Croeselaan in Utrecht, a new parking policy will be introduced as of April 2026. From Monday through Thursday, external staff will no longer be able to park at the Croeselaan. Parking for external staff will remain permitted on Fridays only;
• Please note: midlance constructions are not allowed according to the client policy. Do not offer candidates via this construction. This will be investigated during the screening;
• Suppliers must be aware of the laws and regulations regarding employment conditions and the client’s Collective Labour Agreement. This assignment is placed in scale 11;
• We would like to receive the personal motivation of the candidate and CV in English or Dutch;
• A candidate should be submitted exclusively to the intermediary – the client during the exclusivity period of 4 business days on one request;
• Furthermore, the candidate has to be available throughout the entire duration of the assignment;
• All submitted candidates must be in possession of a valid Passport or ID card, which must be taken along to the interview and at the start of the assignment;
• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. As of July 1, 2026, a new PES regulation applies. The PES is outsourced to an external party. More information can be found in Annex A. Your candidate is only allowed to start after the pre-employment screening has been completed successfully;
